Moving Average

I would like to program not only of moving averages are higher/lower than one another, but also to know when they are with a certain percentage/distance of each other.

As already discussed on support, you could do something like this:
(sma(close, 50) > 0.99*sma(close, 200))
and
(sma(close, 50) < 1.01*sma(close, 200))
(sma(close, 50) > 0.99*sma(close, 200))
and
(sma(close, 50) < 1.01*sma(close, 200))
